Promoting excellence in HR across Local Government

The Society of Personnel and Development Scotland is a professional membership organisation open to all HROD professionals working in or with Scottish Local Authorities.

As advisers to COSLA, the Convention of Scottish Local Authorities, on employee matters, we provide HR leadership and support to hundreds of thousands of council employees working across Scotland. We advise on national pay and conditions and support the development of employee related policies.

Our society members share best practice on HROD issues, contribute to policy development and are part of a wide and supportive, professional HROD network.

SPDS has been driving partnership working in the local government HR community for many years and has had a significant impact on shaping local government people policy and pay strategy.

Our members are HR and OD professionals and leaders from across Scottish Councils.

We collaborate in topic specific Portfolio Groups, developing and sharing challenges, advice, policies and best-practice on a wide range of issues, continuously striving to improve HROD support to our local government colleagues.

We are formally constituted with Officer Bearers, appointed at our AGM, an Executive and Geographic Groups which cover all councils.

We also have a number of topic based Portfolio GroupsĀ  including attendance and wellbeing, digital, employment law, equalities and social inclusion, health and social care integration, job evaluation, social work (including PVG), pensions and retirement, workforce planning and more.

We network and link with a range of other professional organisations
